We don't rank consultants. Only authorized representatives may charge a fee for Canadian immigration or citizenship help: lawyers and paralegals in a provincial or territorial law society, Quebec notaries, and consultants licensed by the College of Immigration and Citizenship Consultants (CICC) (IRCC, archived copy of 10 Oct 2026). We looked up every agency on this page in the CICC Public Register on 1 Nov 2026: 5 of them have a licensed consultant listed under the agency's name, entitled to practise; each listing shows the licence number with a link to its register entry.

  1. “Entitled to Practise: Yes”Only licensees marked 'Yes' in the register's 'Entitled to Practise' column may legally give immigration advice or services; those marked 'No' cannot (CICC, archived copy of 15 Dec 2025). Search the register by name, College ID (the R number) or company (CICC, read 1 Nov 2026).
  2. A written contract and a receiptBefore hiring a paid representative, check that they are authorized, get a written contract listing all services and the agreed fee, and get a signed receipt for every payment (IRCC, archived copy of 13 Sept 2026).
  3. No guaranteesUsing a representative does not draw special attention to an application or guarantee approval; be careful of anything that sounds too good to be true (IRCC, archived copy of 13 Sept 2026). What is the difference between a consultant and an immigration lawyer?

The register lists individual consultants, so a match means at least one licensed consultant works under the agency's name, not that every adviser there is licensed; where we couldn't confirm one, the listing says “not yet confirmed in the register”.
